HUMAN RESOURCES AND ORGANIZATIONAL DEVELOPMENT DIRECTOR WORLD VISION LAOS
(Others – VIENTIANE, LAOS)

Responsibilities:

PURPOSE OF POSITION:
1. To provide a strategic support and leadership in managing the human resources and organizational development of World Vision Lao PDR in order to fulfill its mission as an organization.
2. Ensure quality human resource service to all staff in the areas of recruitment and selection; staff care and support; staff development and capacity building; personnel administration; compensation and benefits administration; performance management and organizational development.
3. Create, develop and promote a culture of learning and servant leadership in every level of the organization through personal and organizational initiative to change.

MAJOR RESPONSIBILITIES:

HR Integrated Services, systems and Policies

* Manage all HR services and programs including set up of appropriate HR information system, recruitment and selection guidelines, performance management, employee and organizational communication, HR planning and HRIS framework.
* Recommend, create and update appropriate policies, processes, procedures, systems and structure to enhance delivery of HR services and support the needs of the ministry of World Vision Laos.
* Ensure accountability, high quality and responsive management and administration of all HR services.

Managing HR Infrastructure

* Ensure that processes involved in recruiting, selection, hiring and orientation, compensating, rewarding and disciplining, training, record keeping, terminating and other employment practices directly impacting staff are efficient, optimized, monitored and continuously improving
* Manage, facilitate and administer expatriate compensation & benefits, recruitment, contracts, performance appraisals, orientations and separations.
* Coordinate with WV Offices in implementing standard HR personnel policies and procedures of WV Partnership office
* Develop awareness and educate staff on occupational stress management program to ensure appropriate staff care and support.

Performance Management

* Establish and maintain responsive performance management system that will enhance personal and professional growth.
* Build and strengthen organizational capacity by providing appropriate intervention that develops a disciplined and high performance culture.

Organizational Development and Change Management

* Ensure alignment of organizational & human resource development with WV’s vision, mission, core values and partnership standards.
* Develop systems and protocols to handle crisis considering appropriate levels of authority in the organization.
* Strategic Support in the organization by recommending efficient and flexible processes in implementation of changes that will create a renewed organization.

Staff Development and Capacity Building

* Conceptualize and manage the staff development plan and capacity building process of the organization making sure individual staff will have equal opportunities to achieve their highest potential.
* Facilitate an effective communication between management and employees of WV L.
* Train, develop and mentor key staff in the area of human resource management.

Others

* Actively participate in Leadership team meetings.
* Manage and implement special projects or tasks assigned by the National Director.

Requirements:

The following abilities may be acquired through a combination of personal commitment, formal schooling, self-education, prior experience, or on-the-job training.

* WV experience in similar discipline or work
* A degree in HR/OD/Business/Development or related discipline, preferably at Master’s level.
* A minimum of five years HR/OD or local capacity building experience in a complex organization
* A proven record of mentoring national staff and initiating and implementing organization-focused change.
* Experience in an overseas environment, preferably in Asia.
